About the Program


Camp Jungai works projectThe Indigenous Community Infrastructure Program (ICIP) assists Victorian Aboriginal organisations to acquire, upgrade and develop facilities for community use. Community facilities which meet statutory requirements improve the quality of life for Indigenous Victorians. The budget for 2008/2009 is $1.5m.

Priority is given to projects that:
  • provide an on-going or longer term benefit to Indigenous communities
  • meet clearly identified local or regional needs
  • complement the State Government's and the community’s priorities

The Program does not provide funding for service delivery facilities, however it may be able to support joint projects with other State or Commonwealth Government partners. Suitable projects would be ones that comprise service delivery and community use components.

AAV also manages the Indigenous Infrastructure Improvement Program, the Government’s $5.7million initiative announced in 2006. This three year program is carrying out repairs and upgrades at approximately 70 sites across Victoria. These are buildings and facilities that the Victorian Government has funded in the past. This work is due to be completed in 2008/2009 and it will ensure that Indigenous community facilities meet statutory requirements.

Eligible Organisations


Camp Jungai works projectPotential projects are identified with Indigenous community organisations and all projects must be approved by the Minister for Aboriginal Affairs. The Program does not provide support to individuals or commercial or business ventures. Organisations receiving assistance must be:
  • established and promote Indigenous community objectives and outcomes
  • legally incorporated under Victorian or Commonwealth legislation
  • controlled or directed by Indigenous Victorians
  • non-profit organisations
  • able to demonstrate financial and administrative capacity to manage the facility and be able to meet the outgoings associated with the facility.

Indigenous community organisations are responsible for maintaining their facilities and for ensuring that they meet all statutory requirements.
